Ukraine's public debt rises by $20 billion due to international financing – The New Voice of Ukraine

Ukraine’s national debt increased by 1.46 trillion hryvnias ($20.7 billion) in 2024, primarily due to long-term concessional financing from international partners, the Ministry of Finance reported on Feb. 6.
The European Union was the largest source of funding for Ukraine’s state budget in 2024. 
Throughout the year, Ukraine’s concessional debt to the EU increased by 600.5 billion hryvnias ($11.1 billion), with repayments to be compensated by EU member states, the Finance Ministry added.
As of Dec. 31, 2024, Ukraine’s total public and state-guaranteed debt stood at 6.98 trillion hryvnias ($166.1 billion). Of this, external debt amounted to 5.05 trillion hryvnias ($120.1 billion), or 72.3% of the total, while domestic debt was 1.93 trillion hryvnias ($46 billion), or 27.7%.

Preliminary calculations indicate that Ukraine’s public debt-to-GDP ratio for 2024 is 87.9%.
In terms of the currency structure of public and guaranteed debt, the share of euros is 33%, U.S. dollars – 27%, hryvnia – 25%, SDRs (special drawing rights) – 11%, and other currencies, including pounds sterling, Canadian dollars and Japanese yen – 4%.
“The trend towards lengthening the maturity of public debt and reducing its cost has been observed both during the reporting period and over the past few years,” the Ministry of Finance said. 
“Since 2022, as of Dec. 31, 2024, the weighted average cost of Ukraine’s public and publicly guaranteed debt has decreased by 1.5 times – from 7.79% to 5.09%, and the weighted average maturity has increased by 2 times – from 6.27 years to 12.26 years.”
In September 2024, the Finance Ministry reported that Ukraine’s public debt had decreased by $9 billion following a restructuring.
